Technical Education and Skills Development Authority (TESDA)

The Technical Education and Skills Development Authority (TESDA) is the country's
leading government agency for the development of the Filipino workforce with world-class competence and positive work values.
Since its inception in 1994, TESDA has been a key driving force in the creation of relevant, accessible, and high-quality technical
education and skills development of top-notch Filipino middle-level manpower that is aligned with Philippine economic development goals. TESDA has paved the path for a stronger and dynamic Technical Vocational  Education and Training System (TVET) in the country.

As a seal of excellence in TVET, TESDA received  its first nationwide ISO 9001:2008 Certification  for its major regulatory mandate of Program Registration, Assessment and Certification, and Standards Development in 2015; and its ISO 9001:2015 Certification in 2018, making it the first  and currently only Philippine education agency to receive the coveted recognition.

In pursuit of the highest level of national recognition for exemplary  organizational performance, TESDA applied for recognition in the 2015 Philippine Quality Award and was given Recognition for Commitment to Quality Management (PQA Level 1).

National Engineering Center (NEC)

The National Engineering Center (NEC) was                established on January 27, 1978 as a distinct and separate unit of the University of the Philippines (UP) by virtue of Presidential Decree No. 1295. The creation was a response to the country’s continuing efforts at national development, which require progressive and adequate utilization and diffusion of technology, as well as a steady and expanding supply of technical manpower with expertise in the various fields of technology and engineering. The NEC was envisioned to provide a venue for                   continuing interaction among government, industry, and the university which will be beneficial to all concerned and, at the same time, serve the             interests of national development.

The National Engineering Center (NEC), established in 1978 through PD 1295, is a distinct and separate unit under the University of the Philippines (UP).

It is mandated to provide experts to whom public and private entities may turn for assistance in the solution of engineering problems and to develop technologies that utilize local resources that are adapted to the needs of a developing country.

The NEC’s current Executive Director is Dr. Rizalinda L. De Leon.  She is  assisted by a Deputy Executive Director, Dr. Mili Ann M. Tamayao. The four divisions working to achieve the organization’s mandate are the: Professional Engineering Training                           Division, Projects Development and Management Division, Engineering Information and Marketing Division and the Administrative Division.
