Recognition for Mastery in Quality Management

PHILIPPINE HEART CENTER

The Philippine Heart Center (PHC) is a Level 3 GOCC Specialty Hospital accredited by the DOH and other regulatory agencies. It is seated in a 2.7 hectare lot at the corner of East Avenue and Matalino Street, Diliman, Quezon City, proximate to other Specialty hospitals. PHC was established through Presidential Decree No. 673 (Annex B-PD 673 Creation of PHC) as the Philippine Heart Center for Asia and inaugurated on February 14, 1975. 
 
Driven by its core values, our mission is attained in four tracks: (1) Excellence in Cardiovascular care in tune with current trends of diagnosis and management; (2) Advocacy on prevention and wellness to decrease the risk of dying from heart diseases; (3) Treat more and reach out to underprivileged through satellite regional heart centers; and (4) Excellence in research and cardiovascular training accessible to all. It is on this mandate that the PHC remains. By the words of the First lady Imelda Marcos since PHC conception in 1975, “Be there one Filipino sick and uncared for, our mission is not done.” 
 
As symbolized by its four-heart logo, the Center offers a comprehensive program of patient care, education and training, research, and public information. PHC extends the best and most efficient medical services to its patients by maintaining a pool of well-trained and highly experienced physicians and other medical personnel who utilize some of the latest in technology and procedures in cardiovascular science. 
 
For more than forty years of existence, PHC has stood as a testimony to the commitment to save lives and alleviate thousands who suffer from cardiovascular diseases, a leading cause of death in the Philippines. The Center has brought renewed hope especially to those who could not afford specialized medical care.  It has remained the main cardiac surgical referral center but is doing its best to bring specialized services to the regions through its surgical outreach program. 
 
It is heavily involved in improving its facilities to keep up with world-class healthcare standards, facilities, services and programs and offers a holistic approach in its quality patient care: Non-Invasive and Invasive Cardio-Diagnostic Procedures, Critical Care Management, Thoracic and Cardiovascular Surgery, Physical and Cardio-Pulmonary Rehabilitation. PHC continues to expand its capacity and upgrades its human and technological resources to meet the increasing demand for its services and to carry out its mandate that is in consonance with the objectives of the Universal  Healthcare Act.  
 
PHC was recognized and awarded for the clinical and  operational best practices, as  “Gold PGS Trailblazer” by the Institute for Solidarity in Asia and was conferred with the prestigious “Island of Good Governance” Gold Seal during the Asia Pacific Economic Cooperation (APEC) 2015.  PHC continues to take the role as the prime mover in promoting good governance in healthcare acting as the catalyst in inspiring and guiding a growing number of healthcare institutions in all the regions across the Philippines. 
 
As a premiere healthcare institution, PHC is now ISO QMS 9001:2015 certified and the first and only Philippine government hospital compliant with international healthcare standards on a Diamond Level by the Accreditation Canada International.   

Recognition for Proficiency in Quality Management

Department of Science and Technology 02 (DOST02)

           The Department of Science and Technology 02 (DOST02) is the lead agency for promoting science & technology in the Cagayan Valley region. It is one of the 16 regional offices of DOST. DOST transcended from its former names, the National Science and Development Board (NSDB) which was reorganized to become the National Science and Technology Authority (NSTA) in March 17, 1982 until it was elevated to the Department of Science and Technology (DOST) under Executive Order No. 128 in January 30, 1987.

          The DOST02 through RA 6959 established its five (5) provincial offices in each of the Provinces, namely: PSTC-Cagayan in Cagayan Province, PSTC-Isabela in Isabela Province, PSTC-Nueva Vizcaya in Nueva Vizcaya, PSTC-Quirino in Quirino Province and PSTC-Batanes in Batanes Province. DOST02 acquired its ISO 9001:2008 certification in 2010 and has recently migrated to the ISO 9001:2015 standard. Its regional Standards and Testing Laboratory is also accredited to the ISO/IEC 9001:2005, “General Requirements for the Competence of Testing and Calibration Laboratories”. Moreover, it was conferred the Philippine Quality Award on Commitment to Quality Management in 2014.

          DOST02 is mandated to identify S&T needs and opportunities in the region; formulate a regional S&T Plan; plan and implement programs and projects on R&D in the delivery of S&T services; monitor and coordinate programs and projects of DOST Councils, Institutes and Support Agencies; develop institutional linkages, and provide grants-in-aid. Its rationalized core functions are the following:

 1. Formulates and implements a Regional/Provincial S&T plan consistent with and supportive of the regional and national S&T development thrusts;

2. Plans and implements S&T services such as testing and calibration services, human resource development particularly at the high school and undergraduate levels, advocacy and information dissemination;

 3. Assists technology-based enterprises to improve their productivity and enhance their competitiveness in both local and international markets;

4. Monitors and coordinates programs and projects of DOST Councils/ Institutes and other attached agencies; and

5. Develops institutional linkages with regional offices, NGAs, LGUs, and POs for effective planning and implementation of S&T programs.

Recognition for Commitment to Quality Management

Southville International School and Colleges

and Colleges (SISC) is the only international school offering K-12 up to Graduate Studies in the Philippines recognized by Republic Act (R.A.) No. 9493 as a School of International Character and by the Department of Education as a “School of the Future.” SISC is a school that was built based on a mother's vision of an educational institution that will foster excellence in academic and values in her two children, allowing them to be movers of society in the 21st century. SISC is a recipient of the Philippine Quality Award for its commitment to continuous improvement. SISC is a pioneer in transnational education and is part of the Southville Global Education Network, which consists of seven schools, namely Southville International School Affiliated with Foreign Universities, Stonyhurst Southville International School - Batangas, Stonyhurst Southville International School - Lipa, South Mansfield College, South SEED LPDH College and Asian SEED Academy of Technology. SISC offers K to 12 education, the International Baccalaureate Programme, college courses and graduate school programs. The institution is accredited by the Western Association of Schools and Colleges or WASC, USA which granted SISC no less than the maximum number of 6 years for accreditation consistently since 2000.

 

Southville also has taken on the challenge of the Philippine Association of Colleges and Universities Commission and Accreditation or PACUCOA as it garnered awards in 2015 with its five level three programs, one level two and two other programs granted level one. It only took a short four months for SISC to be granted its first ISO Certification for the whole institution in 2004 and it continues to ensure consistency and quality in it systems as it has been granted the maximum recertification period for ISO Standard 9001: 2015. In 2015, the institution has leveled up once more by being the first institution in Asia to be granted a gold level award on its first application in Investors In People or the IIP Accreditation. In 2012, SISC was honored at the second Excellence in Educational Transformation Award or EETA for its excellence in academics and administrative management.

 

SISC is the first educational institution to receive a national plaque of recognition from DepEd for its Save A Poor Urban Child Program in 2007. In just 16 years, the college division has been granted AUTONOMOUS, the youngest institution among long-standing colleges and universities nationwide. Southville has produced graduates equipped with the 5 Cs - Competence, Character, Commitment to Achieve, Creativity and Collaboration. A true testament that SISC continues to produce movers of society are the first two children who graduated from the Top 10 Universities in the World: A Global Financial Expert and an Artificial Intelligence Technocrat from the Imperial College London who is the proponent of the nation's report card working with Congress to arrest the decline of English proficiency in the whole Philippines. In just a span of 29 years, Southville has become a trailblazer in the delivery of international education with 40% of its total population coming from all over the world. It continues to produce movers of society as it contributes to the nation by creating jobs and being the benchmark of other institutions.
